رئاسه الجمهوريه تصدر بياناً مشترك بمناسبة الزيارة الرسمية للرئيس السيسي إلى جمهورية أوغندا ١٣ مايو ٢٠٢٦
أصدرت رئاسة الجمهورية بيانا مشترك بمناسبة زيارة الرئيس عبد الفتاح السيسي رئيس الجمهورية الي جمهورية أوغندا هذا نصه:
1. بدعوة من فخامة الرئيس يوري كاجوتا موسيفيني، رئيس جمهورية أوغندا، أجرى فخامة الرئيس عبد الفتاح السيسي، رئيس جمهورية مصر العربية، زيارة رسمية إلى جمهورية أوغندا في 13 مايو 2026. وقد رافق فخامة الرئيس عبد الفتاح السيسي معالي الدكتور بدر عبد العاطي، وزير الخارجية والتعاون الدولي والمصريين بالخارج، ومعالي الأستاذ الدكتور هاني سويلم، وزير الموارد المائية والري بجمهورية مصر العربية.
2. أجرى رئيسا الدولتين مباحثات ثنائية مثمرة وودية في أجواء من الصداقة والتفاهم المتبادل، عكست عمق العلاقات التاريخية والأخوية التي تجمع بين أوغندا ومصر.
3. قدم فخامة الرئيس عبد الفتاح السيسي، رئيس جمهورية مصر العربية، التهنئة إلى أخيه فخامة الرئيس يوري موسيفيني، رئيس جمهورية أوغندا، على فوزه في الانتخابات الرئاسية في عملية انتخابية حرة ونزيهة وشفافة.
4. جدد الزعيمان التزامهما المشترك بتعزيز التعاون الثنائي وتعميق الشراكات الاستراتيجية بين البلدين، بما يحقق مكاسب ملموسة لشعبيهما. وفي هذا السياق، وجه الزعيمان الجهات المعنية في كلا البلدين بتفعيل نتائج الزيارة التاريخية التي أجراها فخامة الرئيس يوري كاجوتا موسيفيني إلى مصر، في أغسطس 2025، والبناء على الاتفاقيات والبيانات المشتركة السابقة لتحقيق المنفعة المتبادلة لشعبيهما.
5. إدراكًا لدورهما القيادي في الاتحاد الأفريقي وفي الجنوب العالمي، تعهد الزعيمان بالعمل – عبر التنسيق الوثيق – للدفاع عن المصالح الأفريقية على الساحة الدولية، بما في ذلك المطالبة بهيكل حوكمة عالمي يكون أكثر عدالةً وإنصافًا، بما يشمل إصلاح مجلس الأمن التابع للأمم المتحدة، وفقًا لتوافق أوزوليني، فضلًا عن إصلاح المؤسسات المالية الدولية.
6. جدد الزعيمان التزامهما بتعزيز التعاون الثنائي من أجل دفع السلام والتنمية والتكامل، وتحقيق الأهداف المنصوص عليها في كل من أجندة 2063 وأجندة 2030 للتنمية المستدامة، وذلك من خلال التعاون في المحافل الإقليمية والقارية والدولية ذات الصلة، بما في ذلك السوق المشتركة لشرق وجنوب أفريقيا، واتفاقية منطقة التجارة الحرة القارية الأفريقية، والاتحاد الأفريقي، والأمم المتحدة.
7. أعرب الرئيسان عن ارتياحهما للعلاقات الاقتصادية المتنامية بين البلدين، ووجها الجهات المعنية في البلدين بإيلاء الأولوية للتجارة والاستثمار في القطاعات ذات الأثر الأكبر، بما في ذلك التصنيع الزراعي، والصناعات الدوائية، والطاقة المتجددة، والإدارة المتكاملة للموارد المائية، والبنية التحتية الحيوية.
8. تأكيداً على دور القطاع الخاص باعتباره المحرك الرئيسي للتحول الاقتصادي، رحب الزعيمان بالنتائج المثمرة لمنتدى "استثمر في أوغندا"، الذي عُقد مؤخراً في القاهرة في أبريل 2026، ووجها بتنظيم منتدى الأعمال المصري - الأوغندي على هامش الاجتماع المقبل للجنة الدائمة المشتركة في كمبالا في أغسطس 2026. كما وجها الجهات المعنية بالتسريع من إنشاء مجلس أعمال مشترك لتيسير التجارة بصورة سلسة.
9. ناقش الزعيمان مختلف الجهود الرامية لتعزيز السلم والأمن في شرق أفريقيا، وفي منطقة البحيرات العظمى، وفي القرن الأفريقي. وفي هذا الصدد، تبادلا الآراء حول الأوضاع في السودان، وفي جنوب السودان، وفي الصومال، وفي منطقة شرق جمهورية الكونغو الديمقراطية، وجددا دعمهما للتسوية السلمية للنزاعات عبر الحوار، بما يشمل العمليات المُقادة أفريقيًا، والالتزام بمبادئ السيادة، وسلامة الأراضي، والاستقلال، وفقًا للقانون التأسيسي للاتحاد الأفريقي وميثاق الأمم المتحدة.
10. أكد رئيسا الدولتين أهمية تعزيز تنمية الطاقة الكهرومائية المستدامة لتحقيق التصنيع والتحول الاجتماعي والاقتصادي، مع الحفاظ على سلامة النظم البيئية ومستجمعات الأمطار، التي تعد أساس التوافر طويل المدى للموارد المائية في حوض النيل. وفي هذا السياق، جدد الجانب المصري استعداده لتمويل وحشد التمويل للبنية التحتية المائية في حوض النيل بأوغندا، من خلال الآلية المصرية لدراسة وتمويل المشروعات في دول حوض النيل، لتحقيق المنفعة المتبادلة والتعاون المربح للجميع.
11. جدد الزعيمان التزامهما بالإدارة المستدامة للموارد المائية وبتقوية الترابط على مستوى حوض النيل من خلال تعزيز التعاون. وفي هذا السياق، اتفقا على دفع الإجراءات في الإدارة المتكاملة للموارد المائية، وحماية مستجمعات الأمطار، والبنية التحتية المائية ذات الصمود في مواجهة تغير المناخ، لضمان تدفقات نهرية موثوقة لتلبية الاحتياجات الحيوية للإنسان، وتوليد الطاقة الكهرومائية، والزراعة، والاستخدامات المنزلية، اتساقًا مع الالتزام بعدم التسبب في ضرر ذي شأن ومبدأ الاستخدام المنصف والمعقول.
12. رحب الزعيمان بالتقرير المرحلي للجنة الخاصة لمبادرة حوض النيل، المكلفة بالتواصل مع دول مبادرة حوض النيل التي لم تصدق على "الاتفاق الإطاري"، وجددا التزامهما بدعم استمرار جهود الانخراط الرامية لتعزيز التوافق، والشمولية، والتعاون المربح للجميع بين دول حوض النيل.
13. أكد الزعيمان أهمية مواصلة تنفيذ الاتفاقيات الثنائية ومذكرات التفاهم القائمة، ووجها الجهات المعنية بتسريع المفاوضات على أدوات التعاون المنتظر الانتهاء منها في المجالات ذات الاهتمام المشترك، بما في ذلك مذكرة التفاهم حول التعاون في موضوعات الهجرة، واتفاقية العمل.
14. أعرب فخامة الرئيس موسيفيني عن تقديره لدعم مصر المتواصل للأجندة التنموية الأوغندية.
15. أعرب فخامة الرئيس السيسي عن شكره لفخامة الرئيس موسيفيني ولحكومة وشعب أوغندا على كرم الضيافة لسيادته وللوفد المرافق. كما جدد فخامة الرئيس السيسي الدعوة الموجهة إلى فخامة الرئيس موسيفيني للمشاركة في قمة الاتحاد الأفريقي التنسيقية لمنتصف العام، والتي ستُعقد في العلمين في مصر في 27 يونيو 2026، وفي منتدى الأعمال الأفريقي المقرر عقده على هامشها، وذلك بمشاركة كبار ممثلي القطاع الخاص الأوغندي.

JOINT COMMUNIQUÉ ON THE OCCASION OF AN OFFICIAL VISIT BY HIS EXCELLENCY ABDEL FATTAH EL-SISI, PRESIDENT OF THE ARAB REPUBLIC OF EGYPT
TO THE REPUBLIC OF UGANDA
13TH MAY 2026
1. At the invitation of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, His Excellency, Abdel Fattah El-Sisi, President of the Arab Republic of Egypt undertook an Official Visit to the Republic of Uganda on 13th May 2026. His Excellency Abdel Fattah El-Sisi was accompanied by H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates, and H.E. Prof. Hani Sewilam, Minister of Water Resources and Irrigation of the Arab Republic of Egypt.
2. The two Heads of State held cordial and productive bilateral discussions in an atmosphere of friendship and mutual understanding, reflecting the longstanding and brotherly relations between Uganda and Egypt.
3. His Excellency, Abdel Fattah El-Sisi, President of the Arab Republic of Egypt congratulated his brother, H.E. Yoweri Museveni, President of the Republic of Uganda, for his victory in the presidential elections in a free, fair and transparent electoral process.
4. The two leaders reaffirmed their shared commitment to strengthening bilateral cooperation and deepening strategic partnerships between the two countries, aimed at delivering tangible benefits for their peoples. In that regard, the two leaders directed their respective relevant institutions to operationalize the outcomes of the historic visit of H.E. Yoweri Kaguta Museveni to Egypt, in August 2025, and build on the previous bilateral agreements and communiqués to achieve the mutual benefit of their peoples.
5. Recognising their respective leadership roles within the African Union and the Global South, the two leaders pledged to work in close coordination to champion African interests on the international stage, including advocating for a more equitable and fair global governance architecture, including the reform of the UN Security Council, in accordance with the Ezulwini Consensus as well as the reform of the international financial institutions.
6. The two leaders reaffirmed their commitment to strengthen bilateral cooperation to promote peace, development and integration, and the achievement of the goals set in Agenda 2063 and Agenda 2030 for Sustainable Development, through cooperating in relevant regional, continental and international fora, including the Common Market for East and Southern Africa, the African Continental Free Trade Area Agreement, the African Union, and the United Nations.
7. The two Presidents expressed satisfaction with the growing economic relations between the two countries, and directed their respective relevant institutions to prioritize trade and investments in high impact sectors, including Agro-processing, pharmaceuticals, renewable energy, integrated water resources management, and critical infrastructure.
8. Emphasizing the private sector as the primary driver of economic transformation, the two leaders welcomed the fruitful outcomes of the “Invest in Uganda” forum recently held in Cairo in April 2026, and directed that a Uganda-Egypt Business forum be organized alongside the next Joint Permanent Commission (JMC) in Kampala in August 2026. They further directed the relevant institutions to fast-track the establishment of a Joint Business Council to facilitate seamless trade.
9. The two leaders discussed various efforts to advance peace and security in East Africa, the Great Lakes Region and the Horn of Africa. In this regard, they exchanged views on the situations in Sudan, South Sudan, Somalia and the Eastern Democratic Republic of the Congo and reaffirmed their support for peaceful resolution of conflicts through dialogue, including the African-led processes, and the adherence to the principles of sovereignty and territorial integrity and independence, in line with the Constitutive Act of the African Union and the Charter of the United Nations.
10. The two Heads of State underscored the importance of promoting sustainable hydropower development to attain industrialization and socio-economic transformation, while safeguarding the integrity of ecosystems and watersheds that underpin the long-term availability of water resources in the Nile Basin. In that regard, the Egyptian side reaffirmed its readiness to finance and mobilize financing to water-related infrastructures on the Nile basin in Uganda, through the Nile Development Fund, to achieve mutual benefit and win-win cooperation.
11. The two leaders reaffirmed their commitment to sustainable water resources management and to strengthening basin-wide cohesion across the Nile Basin through enhanced cooperation. In this regard, they agreed to advance actions in integrated water resources management, watershed protection, and climate-resilient water infrastructure to ensure reliable river flows for vital human needs, hydropower generation, agriculture, and domestic use, consistent with the obligation not to cause significant harm and the principle of equitable and reasonable utilization.
12. The two leaders welcomed the progress report of the Nile Basin Initiative (NBI) Special Committee entrusted to engage with the NBI countries that have not ratified the Cooperative Framework Agreement (CFA), and reaffirmed their commitment to support the continued engagements aimed at promoting consensus, inclusivity and win-win cooperation amongst the Nile basin States.
13. They underscored the importance of continued implementation of existing bilateral Agreements and MoUs and directed relevant institutions to expedite negotiations on pending instruments of cooperation in areas of mutual interest, including the MoU on Cooperation in Immigration matters and the Labour Agreement.
14. President Museveni expressed appreciation to President El-Sisi for Egypt’s continued support to Uganda’s development agenda.
15. President El-Sisi thanked President Museveni and the Government and People of Uganda for the warm hospitality extended to him and his delegation. President El-Sisi also reaffirmed the invitation extended to President Museveni to participate in the African Union Mid-Year Coordination Meeting to be held in El Alamein, Egypt on 27th June 2026, and the African Business Forum to be held on its sidelines with the participation of prominent Ugandan private sector representatives.
